The three occurrences of 'glare' all point to a phantasmagoric world. "Look you how pale he glares!" Hamlet exclaims when he points out the Ghost to his mother, who sees nothing (Ham.3.4.125). With very similar syntax, but an unclear object of reference, Edgar/Poor Tom exclaims in the mock trial scene: "Look where he stands and glares!" (KiL 3.6.23). Finally, Macbeth addresses Banquo's ghost: "Thou hast no speculation in those eyes ? Which thou dost glare with! " (Mac.3.4.94-95)
